Hey does anyone here know how to start a website? I have messed around with dreamweaver a little but I dont think im cut out for learning it on my own. I would would really like to get with someone who can build me a site. If you know of someone let me know.

define web site. a blog? a store?

if you're just doing a blog, most hosting providers already offer a system, usually wordpress, that will get you up and running in a matter of minutes. you can use the same system for building non-blog type content as well.

I've done a few for various businesses, but smslavin hit it on the nose. What kind of site? To what end?

Here it is in the most simple steps:

1. Buy a domain name. Go Daddy is a good choice but others are fine too.
2. Get web hosting. I can set you up if you like.
3. Decide what you want to accomplish with your web site. Is is simply a one page brochure? Do you want to update it yourself like a blog? Do you want to enable ecommerce?
4. DIY or hire someone to build it for you. I can help, but many others can too.

Read GoDaddy's EULA carefully...

I would not use GoDaddy as a host. Buy domain sure.
