As the title states.

I've tuned to 147.345 (Vail repeater)
Set my input to +600 KHz
programed my access tone to to 123.0 Hz

I have not tried to transmit, just listened for now. Have not heard anything but an occasion CW tone which I assume is the repeater self identifying?

I have a direct line of sight of the repeater from work, probably 2000 meters away.

Is it normal not to hear any transmissions this time of day? (noon)

First, try sending your callsign and asking if anyone is listening (read: Don't be shy and GET YOURSELF ON THE AIR!). If you hear the da-di-dah (morse code K) for "go ahead", you know you got into the repeater and its working. The connection is usually quiet due to it being linked. Not a very good choice for a rag chew repeater. The da-di-dah will be slower for you on the Vail repeater. The Denver repeater has a fast da-di-dah, so if you make a contact with someone in Denver, you will hear the fast one, and if you talk with someone anywhere else in the system it will be slower.

You will normally hear the Colorado Connection repeaters identify withtheir CW identifier once every ten minutes or so and one out of four of them will include a voice transmission usually ending with something like this:
"the colo conn is an open, linked, statewide repeater system. users of some repeaters may dial 411 on their keypad for more information. KBVJJ repeaters"

I can call you. Are you on now?

I could be.
