It "should" be way more than that if you are basically doing a scratch build. I have a pretty extensive spread sheet detailing all the necessary components to do such a build. Not including labor, its darn expensive. The whole reason for starting with a GX or FJ would be the intention of repurposing nearly every part there to keep those costs down. The minute you start buying brake boosters and such, you are dropping $600 here and there on little stuff. Even then, there will be gobs of custom fab work to make a lot of those components fit the 40 style dash & firewall.
I just spent an entire day making an alternator bracket to be just right. Plan on that for every single custom bracket, so many, many man hours in a project like that.
