A lot of the NG traffic up here has been on civilian public service frequencies, so probably fire departments and sheriffs issued radios to them. Haven't been able to figure out air traffic amongst the helicopters but the ARES guys periodically pass info between services including aircraft. My guess is they are using mutual aid channels, maybe digital and probably in 700/800MHz.
