Thanks for the help! I looked for the horn relay last night and didn't see it so it so it is possible a PO removed it somewhere along the line. I am baffled why the horns worked before and not now but I'm sure it has something to do with the Grant Security System dropping the voltage.
By chance do you know where the horn relay should normally be located?
