Default Runbo Phones

Came across this sweet baby, looks pretty interesting:

-Waterproof, dust-proof & drop-proof.
-Android Operating System 4.0.4
-Front and rear camera.
-3G: WCDMA: 850/2100MHZ
-2G: GSM 850/900/1800/1900MHz
-Walkie Talkie: 400-470 MHz, (up to 6 miles).
-Supports flash
-Large 3,800 mAh Battery.
This got me wondering, outside of the 70cm band that I can operate in as a technican-level ham operator, is it legal to transmit in those frequencies? Could an unlicensed person use the walkie-talkie feature?

The phone is from China, maybe they have different laws there?

Probably an FRS radio inside. Not sure what the regulations are for combining a cell phone and FRS, but you can't mix amateur radios with another service like this. You don't need a special license to operate FRS but the radio itself has to conform to certain requirements, 0.5W, fixed antenna.
