I don't remember for sure who I spoke with(it was well over a year ago), but I think I started with the sheriffs department. The rules may have changed, but a county employee told me that. I know for sure that a business would not be able to do this legitimately. I'm pretty sure that it's for relatively small quantities.

It is for sure not like dumping oil down the drain.

Didn't mean to stir the pot, it's just what I was told.

Well since the only ingredients in Toyota red are Ethylene Glycol, Diethylene Glycol, Water, Organic Acid Salt and Hydrated inorganic Salt I am sure it isn't a big deal. Knock yourself out instead of finding place to take it. Nothing there to hurt anything.
