I'll bet it was built for driving in water - not just splashing through creeks but driving off the beach into shallow ocean water. I've seen similar creations in Mexico that were much taller.

That makes sense. It looks like the area where that picture was taken gets a lot of rain. There's probably a big pond nearby.

What part of it makes sense? Driving in the ocean or a pond removes the need for suspension? They already make something for that it's calles a boat.

Here's a taller version for deeper water. I think the engine was up top with the driver. There is a chain drive that drops the power down to the axles
