Default male or female? carrier question

Ok, so I realize that I put my tire way up high on this carrier, but the frame/bumper flex on these 80's annoys me, and quite frankly makes me nervous for the longevity of the latches on these tire carriers.

I have a safety stop for opening, and a latch to hold it open, but now I am thinking I need a bolt down option for the thingy.

Do I place a grade 8/10 bolt through the bumper and have the handle screw to that, or weld in a nut on the bumper, and have the handle integral with a bolt?
