Its labeled "winch" but they look more like cable locker controls.

I was thinking perhaps also something to do with a PTO, but cable lockers make more sense. Either way they're on the wrong side to be of much use on a right hand drive truck. Putting winch or locker controls under the passenger seat seems, well, British. "Pardon sir, if you might engage the rear locker at your convenience I would be greatly indebted to you."
