Default Roof Rack Repair

My rack has taken a beating this summer and needs repaired. A couple of cross members failed and snapped completely off, so those need re-welding. It also needs some Zero Rust applied, and thinking a very durable coating to put over it. Can anyone help me out with the welding part? Its only a couple of spot welds and won't take long at all. Also, any recommendations for a durable after market (luggage) rack for the cargo rack to attach to?? The OEM rack is destroyed and the main reason my cargo rack broke to begin with! I'm also looking to get a new windshield, any good places for that? Thanks for any help!!!
