My former employer of 20 some odd years, and the funder of my 401k, is a pioneer in this practice. I bet I don't know enough to help you, but there is a lot of industry back-scratching involved. The government has made it really easy to pollute like crazy and buy credits (back scratch) from cleaner companies to offset the violations...in fact companies who might never pollute make good money selling credits to the dirty birds. An intentional loophole to avoid fining and penalizing the big energy lobby.
