9, I'm going to guess, is S9, and is a measure of signal strength. Shirley you all remember the RST code from when you studied for your technician exam... RST standing for Readability, Strength, and Tone... tone is for CW, right? So the best it could ever be on voice is 5-9, where readability is a scale of 1-5, and strength is a scale of 1-9. If you ever call out for a radio check and someone calls back you're 5-9 consider that a compliment..

I think the repeater rating has to do with duty cycle. In this case I'd guess it means the repeater is capable of (speculating) 90% duty cycle. My other thought is it's got to do with the gain of the antenna or something related to input/output gain. An antenna gain of 9dB would make sense for a repeater.

Great two different answers. I think it's how it receives and transmits

I'm going with that it is the trail rating to get to the repeater

In all honesty, it's just a subjective rating given by Artsci.

1 = operational but less than ideally
5 = nominal operation, just works, nothing more or less
10 = works all the time and if not the owner leaves the breakfast table, rolls out his dedicated Bell Ranger 407 to whisk off with his team of technicians to immediately fix the issue

KF0OS/R Repeater Detail Report

A rating of 9 means the repeater owner probably doesn't have the A-Team at the ready, but is very responsive none-the-less...
