Default Roadless Rule Update

In the interest of keeping things short tonight, to yield more time to Ms. Luna and Mr. Rasmussen, Here's a brief update on the Roadless Rule.
The Task Force has agreed that recreation needs to be considered in the rule.
Ambiguous language needs to be cleared up.
Last but not least, What is considered a 'road' needs to be addressed and reconciled against the 2005 Travel Management Plan (AKA: OHV Rule)

Doug Young presented an overview of the issue (see appendix H). Mr. Young suggested
a broader scope for this issue, to include recreation and trails and non-system roads.

Agreement: Task Force agreed to expand the OHV use issue to incorporate all recreation issues.

There was discussion about removing this issue because the 2001 rule did not have provisions on recreation. The Task Force felt this issue would provide an opportunity to bring clarity on many of the recreation issues raise by the public comments which were extensive and require some response.
The following are some clarifications or key points for the working group to consider further:
- Clarity on the ambiguities – using Forest Service definitions as a starting place
- What does it mean when nothing gets enforced? What are the implications/effects when there is little enforcement?
- Push Forest Service to determine what to do with non-system roads
- RS 2477
- Interplay between roads in roadless and the broader Travel Management Plan (separate and overlap)

Glenwood Springs (June 21, 2006): White River and Manti-La Sal National Forests
Grand Junction (June 22, 2006): Grand Mesa-Uncompahgre-Gunnison National Forests

I'm planning on attending at least one if not both.

The Task Force will have 2 more deliberative meetings

June 8, 2006 Task Force Deliberative Meeting
July 19, 2006 Task Force Deliberative Meeting

Any comments, either written or sent electronically, need to be submitted a few days B/4 the meetings so the staff has time to review them.
