Default Emissions Inspection Problem - Need advice

Hi All,

I'm looking for some thoughts on what might be causing my 1996 80LC to fail emissions inspection. Two years ago when I bought it the O2 reading was measured at 2.876. (anything less than 15.0 will pass). This year it blew a 26.67. I replaced the O2 Censor, but it still failed.

The only real modification I've done since I bought it was put bigger tires (285/70/17s) on my wheels (17" FJC wheels). Could the extra revving of the engine needed to get the tires spinning be causing the O2 to blow higher?

I'd start with reading through this thread...80s failing emissions seems to be more and more common every year
