Question Failed Emissions - Looking for suggestions

Hi RS,
I was hoping someone on here could help me diagnose a failed emissions problem. My 1996 Land Cruiser failed the CO test at AirCare.
It blew a 32.9629 with the max limit being 15.0. Two years ago it blew a 13.0 and passed.

After the test, I replaced the 02 Sensor, new PCV valve, checked the timing, checked the Throttle Position Sensor, EGR and Mass Air sensor.

I had Aircare test 3 more times during this work and continued to fail - the lowest score being 27.9542

My preference would be to get it to pass. The backup plan would be to get a waiver. Plan C is to register it in the Mountains and avoid Aircare all together.

So, what am I missing?

Have you searched here yet? Emissions are well covered. We have all been through this.

(Edit: *unsubd so I'm not on another emissions thread, its all here in the forum.)

Had the same problem with my '96. It was well under on all other reading except CO. I eventually gave up and its now registered at my folks house in Oregon. Sorry that I am no help.

Have you checked air cleaner, O2 sensors and catalytic converter? CO is typically caused by running rich

It could be worn out cats. The test that I have heard used for cats is to look for a temp rise between the inlet and outlet.

If you didn't fail or see spikes on any of the other measurements than its probably not the cats. If your rig is like mine, something is causing it to run too rich. I tried all the simple stuff that Robby suggested, but still failed, which indicated that something funky is going on between the sensors and the CPU, which is where I said screw it and registered it out of state.

And just to clarify, you replaced both O2 sensors? Your original post is singular.

This is the aforementioned uber thread on passing emissions. If nothing else, post your findings there for future reference.

A leaking injector could do it or anything else that causes 1 hole to run rich or miss.

Check exhaust port temps for starters and see if you have a cold one that is missing or rich to the point of running cool.
