Default loose seat - how to tighten?

The front passenger seat in my 2003 100 is rocking, due to the right front
bolt (see pic, it's the large bolt) being loose. However when I put a socket on it, it just spins - it's not catching whatever is under there. So...does anyone know what's
under there, and how I get to it?

There is another plate under there that bolts to the floor and the bolt you show bolts to that. Maybe the whole thing broke?

What's it look like from underneath? You should be able to see it.. possible one of those star-like lock washers could fix you up?
