it's in the ham corner, so i'm guessing ham related, unlike some guess so far. looks like an antenna mount hole, with the recess on the other side to get the nut on the back of the adapter. it obviously clips onto something, but not sure what...would have to be pretty strong to hold an antenna at moving speeds.
